It is close to us. However, it is not (necessarily) physical distance we are talking about. It is telling us that Torah is not beyond our intellectual reach - beyond our understanding. I think that is a very important point to remind ourselves about, for several reasons. “Lo bashamayim he” defangs those who would claim that Torah can only be truly understood by those who have supernatural gifts, and only such an individual can make Torah relevant for us. Similarly, “lo mever l’yam he” debunks those who would claim that the Torah is meant to be applied in specific places and can not be easily adapted to other environments.

Our Talmudic Sages view lo bashamayim he as the underpinning of one of the most crucial ideas in Judaism, namely, the unchanging and eternal nature of the Torah. Talmud Bavli, Baba Metziah 59b is one of the most famous narratives in Talmudic literature where this idea is given powerful voice: As the writer of Deuteronomy wrote: ‘Lo bashamayim hi” – it is not in heaven that you need to say ‘who will go there for us…” And as the psalmist echoed “The heavens are the domain of God, but the earth has been given to human kind”.
